As you have read previously, we have been working on our application to become certified as an Approved Self-Administering Organisation under Part 149 of the Civil Aviation Safety Regulations (CASRs). I can report that on 8 November our application for Part 149 certification was signed and delivered to the CASA Sport office in Brisbane by President Paul Green and GM/COO Jennifer Gale. CASA personnel have commenced assessment of our application and documents, and we will now be assisting them in answering their queries as they work through our material. Figure 1: The CASRs Now is probably a good time to give you a run through of some of the submitted manuals and documents that will come into force if we are successful, our application approved, and we gain our certification. As described in the article in the last issue, the Principal Exposition Document (PED) is where we answer all the points in the Regulations and Manual of Standards (MOS) that we are undertaking to comply with and is effectively a road map of the exposition. The PED will be available on the SAFA website , as will all the exposition, following certification. The PED points to the various manuals and documents that address the requirements in the regulations and MOS. Operations-related Manuals Operations Manual (OM) – The Ops Manual outlines the rules we have in place to allow the safe conduct of flight operations of our aircraft. Over the past three to four years, our OM has evolved from being a document that contains everything, to one that contains only operational information. This evolution has continued during our P149 development work. An important point to note is that the OM as submitted was written to conform with the current Civil Aviation Orders (CAOs) – 95.8, 95.10 & 95.32. These were meant to be repealed in December 2022 and replaced with Part 103 of the CASRs. That has not occurred, so we are continuing to operate under the existing CAO regime. When Part 103 is made, we will need to update the OM to reflect those new flight rules for recreational aircraft. At that point the manual will be rationalised and given a new name: the General Operations and Flight Rules (GOFR). Qualifications Manual (QM) – The Qualifications Manual is one half of the published Qualifications and Training Manual (QTM). It describes all the pilot certifications and endorsements. In it you will find all the pre-requisites, requirements for issue, privileg- es, limitations, and requirements for renewal.
