35 January | February 2022 SKY SAILOR The QM has been substantially reorganised to eliminate duplication, improve readability and provide an easier understanding of pilot skill/ knowledge progression and clarify who can recommend/witness which parts. Training Manual (TM) – The Training Manual is the other half of the published QTM and covers all things specifically training related – course and endorsement syllabi, and training facility requirements. Maintenance & Standards Manual (MAS) – The Maintenance and Standards Manual was spun out of the Ops Manual at the same time as the QTM. It describes the manufacturing and testing standards that SAFA recognises for aircraft and equipment, the standards for inspections of aircraft and the standards for maintenance of aircraft. These standards are supplementary to the standards specified by aircraft manufacturers and can be applied when a manufacturer does not publish their own standards for maintenance and inspection. Towing Procedures Manual and Training Syllabus (TPM) – This is the published docu- ment as available in the Documents section of the SAFA website. It describes the procedures currently recognised by SAFA for the conduct of tow operations in most existing situations, for the relevant discipline. As winch towing becomes more prevalent, standards will need to be developed and included in the manual in the future. Organisation-related Manuals With the exception of the Safety Management System (SMS), we are now diving into new material. The manuals described here give details on how our organisation is structured and how we will operate when certified. Organisation and Personnel Manual (ORG) – This manual describes the company’s legal status, , location and contact details, structure and key personnel. Our key person- nel are those persons that perform our ap- proved functions as applied for and described in the CASR Part 149 and the Part 149 Manual of Standards. Management of Change Manual (MOC) – How we manage change within the organisation is of critical importance. We must ensure that changes we make do not have an adverse effect on safety of our aviation operations or place us outside of our ap- proved functions. So, this manual describes the process we must follow whenever we want to make a change to the way we do things, or to our documents. The manual also sets out what things that we want to change that need approval from CASA, and those things that do not. Registration, Records and Retention Manual (RRR) – This manual combines two topics. The first concerns registration of aircraft with SAFA – what types of aircraft and the rules and procedures for registering them and maintaining their registration. The second topic relates to the records that we keep in our systems and the periods of time for which we retain them. Safety Management System Manual (SMS) – This is our organisation-level Safety Management System manual, that has been in effect since 2019. This manual is under continued development and improvement.
