In this issue we’re going to finish our look at the Part 149 Exposition document set. Then we’re going to take a closer look at some of the implications for all of us. Firstly though, here’s our (hopefully) now familiar map of the Civil Aviation Safety Regulations. Figure 1: The CASRs CASA personnel have completed their initial assessment of three of our manuals already, and provided us with their feedback. We will commence a review of their feedback very soon. The final three manuals in our Part 149 Exposition submission, which we will describe this issue, are: • • AM – Authorisations Manual • • ASM – Audit & Surveillance Manual • • EDP – Enforcement and Disciplinary Procedures Manual Authorisations Manual (AM) The Authorisations Manual describes the framework around the authorisations that SAFA is authorised to issue. This includes the requirements that must be met for issuing of an authorisation, and the grounds for which an authorisation must be refused, or can be suspended, varied or cancelled. The authorisations themselves are listed in the Qualifications Manual, described in the last issue of SkySailor . It is worth remembering what an authorisa- tion is: It is the approval to conduct an aviation activity administered by SAFA, whether it is flying an aircraft, operating an airband VHF radio, or undertaking tow launch operations. Previously, we referred to being certified or holding a rating when talking about being permitted to conduct an activity. There are certain requirements for us to report the conduct of authorisation holders. We regularly receive complaints and enquiries (reports) from many sources. These may be received from members of the public, residents, vehicle drivers, spectators, land holders, council officers, rangers, pilots, emergency services, owners of land on which clubs have access agreements, permit holders, CASA inspectors (even at free flight locations), ex-members, airfield operators, ramp checks, other ASAOs, event organisers, animal or land protection agencies, and a host of others.
