30 SKY SAILOR November | December 2022 A Part 149 ‘What is a…?’ – Part One by Iain Clarke – SAFA Safety Management Officer As you have read previously, we have been working on our application to become certified as an Approved Self-Administering Organisation under Part 149 of the Civil Aviation Safety Regulations (CASRs). And here’s that diagram again to show where that sits in the big scheme of things: Figure 1: The CASRs We have finished developing our documen- tation and I’m now beavering away to get the document suite formatted and ready for submission. Now is probably a good time to start talking about some of the changes that will be heading your way. In this article, I’ll start with some terminology. Strap yourselves in… What is the Part 149 Exposition? The Exposition consists of: • • An application form, and • • A written undertaking, signed by the Ac- countable Manager (intended to be our GM/ COO), stating that we will comply with our Exposition and the legal obligations, and • • A Principal Exposition Document, and • • A Compliance Matrix, and • • Our manuals. The Principal Exposition Document is where we answer all of the points in the Regulations and Manual of Standards (MOS) that we are undertaking to comply with, and is effectively a roadmap of the exposition. The Compliance Matrix is a more detailed roadmap for the CASA personnel who will be assessing our application and Exposition, pointing to the specific references in our documents. Our set of Manuals consists of the following: • • AM – Authorisations Manual • • ASM – Audit and Surveillance Manual • • EDP – Enforcement and Disciplinary Procedures Manual • • [GOFR]– General Operations and Flight Rules [reserved for Part 103 inclusions] • • MAS – Maintenance and Standards Manual • • MOC – Management of Change Manual • • ORG – Organisation and Personnel Manual • • OM – Operations Manual [Part 149 appli- cation, to be replaced by Part 103 GOFR] • • PED – Principal Exposition Document • • QM – Qualifications Manual • • RRR - Registration, Records & Retention Manual • • SMS – Safety Management System Manual • • TM - Training Manual • • TPM – Towing Procedures Manual & Training Syllabus (Although not part of the exposition, we will also have a new Abbreviations, Acronyms & Definitions guide.)
